Many Filipinos aspire for a fruitful, rewarding career in the government service. Landing a government job requires that one must first pass the civil service exam or attain career service eligibility. To help you in passing the exam, I have collected several civil service reviewers and materials for you to study and learn from before taking the test.

When I took and passed the civil service exam in 2006, there weren’t many websites that offer civil service exam reviewers and study materials back then. I had to borrow books or buy them from National Bookstore.

With more people turning to the Internet for information, it’s now a lot easier to review and prepare for the civil service exam. There are now plenty of websites that offer free civil service exam reviewers, questionnaires and study guides. There are also Facebook groups and pages that allow you to self-study for the civil service exam.

Philippines Civil Service Exam Complete Reviewer for 2025

This civil service reviewer PDF file is courtesy of Ms. Leonalyn Mutia-Tayone who also runs the popular Facebook group “Philippine Civil Service Review for All” with more than 400,000 members. She has made this free reviewer available for all to download and share.

What I like about this reviewer is that the author has taken the time and effort to explain each answer. In some of the numerical reasoning questions, she explained how she came up with the answer using mathematical equations. She also included links to YouTube videos that may help you understand the solutions better.

Complete Civil Service Exam Reviewer

Here is another civil service exam reviewer that I downloaded last year. I think it’s still useful for future exams because the exam coverage will still remain the same. I don’t know who the real author is but all credit goes to him.

This reviewer is 47 pages long and contains sample tests in the following areas:

  • English grammar and correct usage
  • English vocabulary
  • Correct spelling and idiomatic expressions
  • Analogy and logic
  • Reading comprehension
  • Paragraph organization
  • Numerical reasoning
  • Clerical operations

The answer keys are located at the end of the document or starting page 34.

The civil service exam not only covers English grammar, vocabulary, logic and numerical reasoning, but also general information about the Philippine Constitution, environment protection, peace and human rights, and the Code of Conduct and Ethical Standards.

Some Tips on How to Pass the Exam

There’s no limit to how many times you can take the civil service exam, but wouldn’t it be nice to take and pass the exam on your very first attempt? We have come up with some basic tips and advice on how to pass the civil service exam on your first try. We make no guarantees that you will ace the test by following our advice. Whether you pass or fail the exam depends solely on you.

Preparation is Key

This is pretty obvious. Just like any other exam, your success or failure is largely dependent on your preparation.

Start your preparation by looking for every civil service exam reviewer and study material that you can get your hands on. There are dozens of Facebook groups where you can access and download civil service exam reviewers and study guides. Make a Review Sheet

A review sheet is a collection of major terms, concepts and ideas that will possibly appear in the exam. It’s a highlight or summary of lessons that you learned in your review. Write down all the important tidbits of information on a sheet of paper so that it will be easier to remember them.

Personally, I find that writing down information makes it easier to drill them into my memory, as opposed to simply reading them.

Get Enough Sleep

Have a good night’s sleep before the exam. You don’t want to go to the testing venue like a drunk sailor because you slept only a few hours.

I remember when I took the civil service exam; I only had a few hours of sleep because I took the boat to the venue (the testing center was in the neighboring island). Needless to say, I felt groggy and lightheaded while answering the questions. Fortunately, I was still able to pass the exam, but I didn’t feel good while taking it.

Don’t make the same mistake as I did. Get a proper night’s sleep and wake up early so that you’ll arrive at the testing venue on time.

Manage Your Time Properly

The civil service exam takes more or less 3 hours to complete, with a maximum of 170 test items. This means that, on average, each test item or question must be answered in around one minute.

With such time constraints, it’s wise to practice good time management. If and when you encounter a difficult question, it’s better to skip it and go to the next question. You can go back to it after you have answered all the other questions and if you still have enough time left.

Take a Deep Breath

Remember that you can retake the test as many times as you want. So relax and take a deep breath because failing the civil service exam is not the end of the world.

Can civil service exam reviewers really help me pass the exam?

Yes, studying civil service exam reviewers can help you pass the test. They will give you a solid understanding and awareness of the different components of the exam. So even if none of the questions in the reviewer will actually appear in the exam, you will still be able to answer correctly.

When should I start reviewing for the civil service exam?

You should start studying and reviewing for the civil service exam as soon as you were granted permission to take the test. Two or three months are more than enough time to study and review for the exam. Don’t cram!

Can I use a calculator when reviewing for the civil service exam?

There’s no harm in using a calculator to help you review for the civil service exam. But be aware that you’re not allowed to bring a calculator to the actual exam, so practice solving the math problems manually using pen and paper.
