After a lifetime of working and raising families, our senior citizens deserve to retire with respect and dignity. That is why the Philippine government established the National Commission of Senior Citizens (NCSC) to look out for the well-being of our aging loved ones.
The NCSC was formed in 2019 by virtue of Republic Act No. 11350, which aims to establish a government body that protects the rights of senior citizens, ensures the implementation of laws and policies for seniors, and promotes their general welfare. It is under the direct control and supervision of the Office of the President.
To help in the formulation of laws, policies and programs that benefit senior citizens, the NCSC is building a database of Filipino senior citizens called the “Elderly Database Management System.” All seniors aged 60 years old and above are invited to register online via the NCSC website.

How to Register to the National Commission of Senior Citizens (NCSC)
Before registering with the NCSC, make sure that you (or the senior citizen that you’re assisting) has a senior citizens ID from the Office of the Senior Citizen Affairs (OSCA ID) or any valid government ID. You will need to upload an image or photo of the said ID.
Step 1: Open the NCSC Website
Start by opening the National Commission of Senior Citizens (NCSC) website at https://www.ncsc.gov.ph using a web browser.
Once you’ve opened the website, click the “Register Now!” button as indicated by the screenshot image below.
Step 2: Read the Instructions
Carefully read a few frequently asked questions (FAQ) about the NCSC senior citizen online registration. Scroll down until you reach the “Register now and be counted today” section.
Tick the checkbox indicating that “I agree and certify that I have read the above instruction…” and then press the “Proceed” button.
Step 3: Fill Out the Online Senior Citizen Data Form
Now we’ve come to the most important step: filling out the Online Senior Citizen Data Form. Since the form is quite long, we’ve divided it into several sections.
Please note that fields that are marked by a red asterisk (*) are required.
Section 1: Identifying Information
Provide your (or the senior citizen’s) identifying information which includes name, address, date of birth, and other personal details. Make sure that the information you provided are correct and up-to-date to ensure a successful registration.
Please enter or indicate the following identifying information:
- Name – Provide your or the senior citizen’s complete name.
- Last Name – Enter your surname or family name.
- First Name – Enter your first name or given name.
- Middle Name – Enter your middle name (not initial). If you’re a married woman, this is usually your maiden last name.
- Extension – If your name has a suffix such as “Jr.” or “III”, check the “I have name extension” box and then select the extension. Just leave blank if you have none.
- Address – Provide your or the senior citizen’s home or residence address.
- Region – First, select the region. For example: “NCR” for Metro Manila address.
- Province – Next, choose the province based on the region.
- City – Select the city or municipality based on the chosen province. If you cannot find the city/municipality, go back to your province or region and try selecting it again.
- Barangay – Choose the barangay or district.
- Residence (House No./Block/Lot) – Enter the house number, block number or lot number.
- Street (Zone/Purok/Sitio) – Enter the name of the street, purok or sitio. This item is optional.
- Birth Date – Enter your date of birth as indicated in your birth certificate or OSCA ID. After inputting the date of birth, click the “Click here to check for your age” to see if you’re qualified to register.
- Month – First, choose the birth month on the dropdown field.
- Date – Next, select the date.
- Year – Lastly, select the year of birth.
- Birth Place – Indicate the place (city/municipality and province) where you or the senior citizen was born. This item is optional.
- Marital Status – Choose whether you’re single, married, widow/widower, or separated.
- Religion – Select your religion. For example: “Catholic.”
- Sex at Birth – Indicate your biological sex or gender, either “Male” or “Female.”
- Contact Number – Provide your cellphone number. If you don’t have a cellphone number, ask a friend, relative or family member who can be contacted on your behalf.
- Email Address – Enter your email address. If you don’t have an email address, just put NONE.
- FB Messenger Name – If you have a Facebook account, enter the profile name here.
- Ethnic Origin – If you belong to an ethnic group, indicate its name here. Leave it blank if you don’t know.
- Language Spoken – Please enter the languages that you can read or speak. For example: “Tagalog.” Separate each entry with a comma.
- OSCA ID No. – Enter your Office for Senior Citizens’ Affairs (OSCA) ID if you have one. Otherwise, just leave blank.
- GSIS/SSS No. – If you have a GSIS or SSS number, enter it here.
- TIN – Enter your tax identification number (TIN) if you have one.
- PhilHealth No. – Enter your PhilHealth number if you have one.
- SC Association ID No. – If you’re a member of a senior citizen association, provide your ID number.
- Other Government ID No. – If you have another government ID (such as UMID), enter its ID number.
- Employment/Business – If you’re currently employed or own a business, enter your occupation or business type here.
- Has Pension – Indicate whether you’re currently receiving a pension.
- Capability to Travel – Indicate whether you’re still able to travel to other places.
Section 2: Family Composition
This section is completely optional, so you can leave them blank if you wish. However, it’s recommended to fill them out for future reference and to help the NCSC serve you and your family better.
Please enter or indicate the following family composition information:
- Name of Your Spouse – Provide the complete name of your spouse (husband or wife).
- Last Name – Enter your spouse’s surname or family name.
- First Name – Enter his/her first name or given name.
- Middle Name – Enter his/her middle name (not initial).
- Name Extension – If the name of your spouse has a suffix such as “Sr.”, “Jr.” or “III”, enter it here.
- Name of Your Father – Enter your father’s complete name.
- Name of Your Mother – Enter your mother’s complete name.
- Name of Your Children – If you have children, list down the first five (5) children from oldest to youngest and provide the corresponding details as follows:
- Child Name – Enter the complete name of your child.
- Occupation – Indicate his/her job or occupation.
- Income – Enter his/her monthly income in pesos. This is optional.
- Age – Specify his/her current age.
- Is Working? – Indicate whether your child is currently working.
- Other Dependents – If you have dependents who are living with you, enter their details, too.
Section 3: Dependency Profile
This section is also optional, but providing details about your dependency will help the NCSC assess your eligibility for future benefits.
Please provide the following dependency details:
- Living Condition – Indicate whether you’re living alone or with other people.
- Living Alone – Select this option if you’re currently living alone.
- Living with – Choose this option if you’re living with other people, and then specify who they are. For example: “Children.”
- Living Condition – Describe your present living condition. For instance, “Overcrowded in home.”
Section 4: Education / HR Profile
Although optional, providing accurate information about your education and skills will help the NCSC formulate programs that improve the welfare of senior citizens. So please take the time to share a few details about your educational background, skills and community involvement.
Please provide the following details about your education and skills:
- Highest Educational Attainment – Indicate the highest level of education that you’ve attained. For example, if you studied in college but didn’t graduate, select “College Level.”
- Specialization/Technical Skills – Select the skill or specialization that you possess. If you’re good at cooking, for example, choose “Cooking.”
- Shared Skills – If applicable, list down the skills that you share with your community. For example: computer skills.
- Involvement in Community Activities – If you’re actively involved in your community, check the appropriate box that pertains to your involvement. For example, if you’re active in church, choose “Religious.”
Section 5: Economic Profile
By filling out this section, the NCSC will get an idea about your income, living condition and financial status. This section is completely optional, so you may skip it if you’re not comfortable with sharing your financial information.
Please provide the following details about your economic profile:
- Source of Income and Assistance – Indicate your source of income including salary and pension.
- Assets: Real and Immovable Properties – If you own real estate properties such as a house, specify it here.
- Assets: Personal and Movable Properties – If you own personal properties such as cars, computers or mobile phones, indicate it here.
- Monthly Income – Select your monthly income range in Philippine pesos. This item is optional.
- Problems/Needs Commonly Encountered – Share the economic problems and issues that you’re currently experiencing, such as a lack of income. If you need training to improve your skills, check “Skills/capability training.”
Section 6: Health Profile
The NCSC wants to help senior citizens with their medical concerns, so it’s important to complete your health profile even it’s not required. Share your health problems and list down your maintenance medicines, if any. All provided information will be kept private and confidential.
Please indicate the following information regarding your health:
- Medical Concern – Share your medical concerns including your health problems:
- Blood Type – Select your blood type from the dropdown list. If you don’t know, just choose “Unknown.”
- Physical Disability – If you have a physical disability, indicate it here. For example: “Unable to walk.”
- Health Problems/Ailments – If you’re currently suffering from an ailment such as hypertension or high blood pressure, select it from the list. If your condition is not listed, add it to the “Others, Specify” field.
- Dental Concern – Check “Needs Dental Care” if your teeth require treatment.
- Visual Concern – If your eyesight needs to be checked, select “Eye impairment” and/or “Needs eye care.”
- Aural/Hearing Condition – If your hearing is getting worse, check “Aural impairment.”
- Social/Emotional – Specify your social or emotional concerns, such as feelings of loneliness.
- Area of Difficulty – Indicate the area of difficulty that you’re struggling with, such as the high cost of medicine.
- List of Medicines for Maintenance – Type all your maintenance medicines such as Losartan 50mg, Atorvastatin 40mg, etc.
- Do you have a scheduled medical/physical check-up? – Select “Yes” if you have a scheduled medical or physical check-up with your doctor.
- If yes, when it is done? – If you chose “Yes” above, indicate the frequency of your checkup (e.g. annually).
Section 7: OSCA ID and Photo Attachment
Take a picture of your Office of the Senior Citizen Affairs (OSCA) ID or any valid government ID such as UMID or National ID.
Attach the image file by clicking the “Upload/take image of your ID” button. Take note that the file must not exceed 50MB in size.
You can also attach your latest selfie photo by clicking the “Upload/Take your photo” button. Don’t upload a whole body picture or a photo of your younger self. Note: Uploading a photo is completely optional.
Section 8: Pass Key Number
Now create your own 4-digit Pass Key Number (PKN) which you will use to access and verify your records after successful registration.
Enter your PKN twice into the provided fields. Be sure to remember or take note of your PKN. You will use it to check and verify your registration status.
Important: If you’re an encoder assisting senior citizens with the online registration, please don’t use the same PKN for all your encoding works. Use a different and unique PKN for each individual registration.
Step 3: Submit the Registration Form
Tick all the checkboxes to confirm that you allow the storage and use of your personal data.
If you’re assisting a senior in filling out the form, tick the checkbox for “I have certified further that during the filling-out of this form…” Type the complete name of the assisting person as well as his/her relation to the registrant and the contact number.
Finally, press the “Proceed to Submit” button to complete the senior citizen online registration.
Step 4: Registration Completed
Congratulations! You’ve successfully submitted your application for senior citizen online registration.
Please take note of your Registration Reference Number (RRN) and save it for your reference. You will use the RRN to check and verify the status of your senior citizen registration. It also serves as your receipt of registration with the NCSC.
How to Verify Your Senior Citizen Registration Record
After you’ve successfully registered with the NCSC, the next step is to check the status of your registration. We recommend doing this as soon as possible because – for safety reasons – your registration record is only available online for a short period of time.
Step 1: Open the NCSC Website
Go back to the NCSC website at https://www.ncsc.gov.ph. When the page is loaded, click the “Verify Here!” button as indicated by the screenshot image below.
Step 2: Choose Your Verification Option
You can verify your registration either by entering your RRN or by inputting your name and birthday.
Select “Verify using Registration Reference Number (RRN)” if you know your RRN. Otherwise, choose the other option.
Step 3: Enter the Verification Details
If you opted to verify using your RRN, enter the following:
- RRN – Input the Registration Reference Number (RRN) that was assigned to you upon successful registration. If you forgot your RRN, you may verify using your name and birth date.
- PKN – Type the Pass Key Number (PKN) that you set in Step 3, Section 8 of this guide.
Click “Submit” to check the status of your senior citizen online registration.
Step 4: Verification Completed
If your provided information are correct, you can now view the registration details including name, address, and age. The status of the registration is also shown.
Parting Words
As of this writing, it’s not yet possible to login to an account, view your profile, and modify your registration details. However, the NCSC will soon introduce an online portal where senior citizens can login and manage their accounts. We just don’t know yet when it will become available.
