4PH Program delivers 500,000+ homes; Pag-IBIG loans open online

More than 500,000 homes have been built or financed under the government’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, and the Department of Human Settlements and Urban Development (DHSUD) has confirmed that applications for Pag-IBIG housing loans are now open, including a fully online option for Filipino families who want to apply without visiting a branch.

The program is a joint effort between DHSUD and the Pag-IBIG Fund to help more Filipinos secure safe and affordable housing, one of the key priorities of the Marcos administration. According to DHSUD, more than 100,000 of those homes were added within the past year alone as the agency expanded its private-sector partnerships and broadened financing options for members.

Filipinos who want to apply for a housing loan can do so through the Virtual Pag-IBIG portal by selecting “Apply for or Manage Loans.” Those who prefer to transact in person can visit the nearest Pag-IBIG Fund branch instead. Applicants need to prepare a completed Housing Loan Application form, proof of income, a photocopy of a valid ID, and a selfie holding that same ID.

The 500,000-home milestone was cited by President Ferdinand Marcos Jr. during his 2026 State of the Nation Address, where he credited DHSUD, Pag-IBIG Fund, and partner shelter agencies for narrowing the country’s housing backlog through new housing communities, Pag-IBIG acquired assets, the Community Mortgage Program, resettlement projects, and rental housing options. DHSUD data shows the government delivered 575,693 housing units from July 2022 to June 2026, or 51 percent of its recalibrated target of 1.13 million units by the end of the president’s term in 2028.

DHSUD Secretary Jose Ramon P. Aliling said the recognition reflects work across government and the private sector, adding that “this inspires us to work even harder so that more Filipino families can finally achieve their dream of owning a safe, decent, and affordable home.”

Financing remains central to the program’s push. Pag-IBIG Fund has released ₱517.45 billion in home loans that financed 379,294 housing units under the current administration, based on the agency’s latest available data. The Fund also continues to offer a subsidized 3% annual interest rate for eligible socialized housing loans, with promotional rates of 4.5% for loans up to ₱4.9 million and 5.75% for loans above that amount available to members until the end of the year.
