The Bangko Sentral ng Pilipinas (BSP) and the Philippine Payments Management, Inc. (PPMI) launched three digital payment services on Wednesday: Direct Debit PH, InstaPay Cash-In, and InstaPay for Business. The launch took place during a ceremony at the BSP Head Office in Manila.
Direct Debit PH lets customers authorize billers to collect recurring payments directly from their accounts on scheduled due dates, once the customer signs a formal mandate. The service targets recurring obligations such as utility bills, subscriptions, loan payments, and insurance premiums.
“For recurring payments, Direct Debit PH completes the ecosystem by enabling secure, automated collections through a single customer authorization, turning connectivity into convenience and payments into a seamless experience,” said Carlo Nazareno, chairperson of the PESONet and Direct Debit PH Steering Committee.
InstaPay Cash-In allows account holders to move funds between accounts they own across different participating banks and e-money issuers. The service is available through AllBank Inc., Bank of Philippine Islands, China Banking Corporation, GoTyme Bank Inc., G-Xchange Inc. (GCash), MariBank Philippines Inc., ShopeePay Philippines Inc., and UnionBank of the Philippines.
InstaPay for Business raises the maximum transfer limit for registered businesses tenfold, from ₱50,000 to ₱500,000 per transaction, a change aimed at reducing the need for multiple transfers on larger business payments.
The BSP and PPMI also reiterated that QR Ph and InstaPay QR, first introduced in 2024, remain distinct services. QR Ph covers person-to-merchant payments, with merchants absorbing the transaction fees, while InstaPay QR handles person-to-person transfers, which may carry fees depending on the receiving account.
According to Manuel Tagaza, chairman of the InstaPay Steering Committee, QR Ph had processed more than 2.53 billion transactions worth over ₱1.14 trillion as of June 2026.
“These four launches reaffirm the BSP’s commitment to build a payment system for every Filipino, and every Filipino business, no exceptions,” said BSP Deputy Governor Mamerto Tangonan.
The four services form part of the BSP’s broader push to raise the share of digital payments to 60 to 70 percent of total retail payment volume by 2028. Tangonan said he expects the target to be met through these new offerings.
The BSP and PPMI did not specify a nationwide rollout schedule for the participating institutions beyond those already named for InstaPay Cash-In.
