The Department of Information and Communications Technology (DICT) has formally asked Meta Platforms Inc. to integrate the Philippine National ID system, known as PhilSys, into account verification for Facebook, Instagram, Messenger, WhatsApp, and Threads. Meta has responded by citing technical and operational complexity, according to reports following a bilateral meeting in Singapore between DICT officials and Meta executives.
The request would tie social media accounts to a government-verified identity. DICT Secretary Henry Aguda raised the proposal after Roblox committed in April 2026 to use PhilSys for age verification on its platform. Aguda cited that commitment as a benchmark, arguing that a global gaming platform’s ability to implement the check leaves Meta with less room to point to technical limits.
The Cybercrime Investigation and Coordinating Center (CICC) has said that the goal is to reduce the anonymity that lets individuals commit online crimes without immediate identification. CICC Executive Director Undersecretary Renato Paraiso described how the proposed system would work: Meta would send a query to the Philippine Statistics Authority (PSA) through an application programming interface, and the PSA would return only a match or non-match result without any personal data.
“We are not giving Meta access to the information contained in our database. The purpose is simply to verify, while the personal data remains with the government. We want stronger accountability online, but we also want to make sure that privacy is fully protected,” Paraiso said in a statement.
The arrangement mirrors PhilSys Check, an existing PSA tool that verifies the authenticity of a national ID through its QR code without exposing the underlying record. GCash already uses PhilSys for account authentication under a similar model, though that integration was not raised as part of the current exchange with Meta.
Meta has not rejected the request outright. The company has said it is willing to work with Philippine authorities through a technical working group, expected to begin meeting in mid-September, alongside the DICT, the National Privacy Commission, the National Telecommunications Commission (NTC), the National Bureau of Investigation (NBI), the Philippine National Police (PNP), the Department of Education, and the Department of Social Welfare and Development (DSWD). The group is tasked with resolving the technical and privacy details of any eventual rollout.
No timeline has been confirmed for when, or whether, PhilSys verification would apply to Meta accounts in the Philippines. The DICT and CICC have not specified whether the check would be mandatory for all users or limited to specific account types, such as those flagged for suspected fraud or child safety concerns.
