The Department of Social Welfare and Development (DSWD) will launch the “Tuloy Program” in December, a three-part assistance package for college students, DSWD Secretary Rex Gatchalian said, according to a report by Brigada Balita published October 22.
The program has three components: Tuloy Kolehiyo, Tuloy Aral and Tuloy Trabaho. Each covers a different stage of a student’s college path, from enrollment to job hunting after graduation.
Under Tuloy Kolehiyo, “monitored children” who are verified to be enrolling in college will receive a one-time grant or assistance of ₱10,000. Gatchalian said the department consulted a development expert in designing this component.
Tuloy Aral covers students who remain in college. Those who show continued attendance, as required by the program, will receive an additional ₱5,000.
Tuloy Trabaho applies once beneficiaries finish college. They will receive another one-time grant or assistance of ₱10,000 to help cover expenses while looking for work.
Based on the amounts stated, a student who completes all three stages would receive ₱25,000 in total.
The Brigada report did not specify who qualifies as a “monitored child,” how students apply, how many beneficiaries the program will cover, or its budget. It also did not give an exact launch date in December or say whether the ₱5,000 under Tuloy Aral is released once or on a recurring basis.
DSWD already supports financially struggling college students through the cash-for-work incentive of its Tara, Basa! Tutoring Program. The report does not say whether the Tuloy Program is connected to that program.
Tech Pilipinas will update this article when DSWD releases official guidelines for the Tuloy Program.
