Rizal Commercial Banking Corporation (RCBC) will stop charging InstaPay transfer fees starting July 4, 2026, for customers sending money to other local banks through its RCBC Pulz mobile app.
The bank announced the change on its official Facebook page, stating that ₱0 InstaPay fees will apply to transfers made through RCBC Pulz to other local banks. The waiver covers the first 30 InstaPay transactions per calendar month, with a minimum transfer amount of ₱100 required per transaction. A ₱10 fee will apply once the monthly limit is reached or for transfers below the minimum amount.
RCBC’s DiskarTech app will continue offering free InstaPay transfers with no minimum transaction amount and no monthly transaction cap.
The move is part of RCBC’s broader push to widen access to digital banking while supporting the Bangko Sentral ng Pilipinas’ effort to expand digital payments under BSP Circular No. 1238, which promotes fair, transparent, and market-based pricing for person-to-person electronic fund transfers. RCBC president and CEO Reggie Cariaso said “digital banking succeeds when it delivers real value to real customers.”
InstaPay fees vary widely across Philippine banks. BDO currently charges ₱10 per InstaPay transfer through BDO Pay and BDO Online, and ₱25 through BDO Digital Banking and Personal Online Banking. Among digital banks, Maya Bank charges ₱15 per individual InstaPay transaction. RCBC’s fee removal follows BPI’s decision to permanently scrap InstaPay and PESONet transfer fees across its digital platforms starting July 1, 2026. Together, the moves point to growing competition among major Philippine banks to lower digital banking costs as the BSP pushes for wider adoption of electronic payments.
InstaPay is the BSP’s real-time fund transfer system, allowing transfers of up to ₱50,000 per transaction between banks and e-wallets. It is widely used for everyday transactions such as bills payment, peer-to-peer transfers, and e-commerce purchases.
RCBC has not disclosed an end date for the Pulz promotion.
