Some Social Security System (SSS) members under Group 3 of the Department of Social Welfare and Development’s (DSWD) UPLIFT assistance program received a notification in their My.SSS accounts. The notice asks them to register with the Philippine Identification System (PhilSys) and complete authentication on a DSWD portal.
The notification is written in Filipino and states: “Para matiyak ang iyong patuloy na pagtanggap ng DSWD UPLIFT Assistance, kailangan magrehistro sa PhilSys/National ID at kumpletuhin ang authentication sa DSWD UPLIFT portal.” The notice gives the portal address as bbmserbisyo.dswd.gov.ph.
In English, the message tells recipients they must register for the PhilSys National ID and finish authentication on the DSWD UPLIFT portal to keep receiving the assistance.
The notice adds: “Ang mga benepisyaryo ay hinihikayat na agad kumpletuhin ang mga nasabing requirements para maiwasan ang anumang pagkaantala sa pagtanggap ng assistance para sa mga susunod na buwan.” It urges beneficiaries to complete the requirements promptly to avoid delays in receiving assistance in the coming months. The notice does not state a deadline or say how many members received it.
DSWD regional offices describe the BBM Serbisyo portal at that address as a web application that checks whether a beneficiary is registered in PhilSys. Verified information is recorded automatically in the DSWD Social Registry, according to DSWD Field Office IV-B.
Group 3 covers employed SSS members with a monthly salary credit below ₱20,000, at least one contribution in 2025 or 2026, and an enrolled SSS disbursement account, according to DSWD. Qualified members receive ₱2,000 a month from July to December 2026. SSS credits the amount directly to their disbursement accounts. DSWD has said UPLIFT does not accept applications.
DSWD said on October 7 that Group 3 beneficiaries who received the first tranche were expected to receive the next one on October 16. The agency also said 265,795 newly identified Group 3 beneficiaries were due to receive their aid on that date. As of the October 7 statement, 865,971 low-income SSS members had received aid through their registered disbursement accounts.
DSWD spokesperson Assistant Secretary Irene Dumlao said beneficiaries may be removed from the list if they no longer qualify or if records show they also belong to another group. She also said official communication on UPLIFT goes through the My.SSS app: “Lahat po ng official communication ay dadaan lamang sa My.SSS app,” Dumlao said. DSWD has also warned the public against giving personal information or banking details to suspicious messages on Facebook or by text.
The PhilSys National ID has featured in UPLIFT’s rollout before. In July, DSWD Region 7 urged beneficiaries in Central Visayas to secure the National ID for future government assistance. The Philippine Statistics Authority said then that it had deployed teams at payout venues to register people without the ID.
As of October 17, Tech Pilipinas has not found a public advisory from SSS or DSWD about this notification. This article will be updated when either agency issues a statement.
