The Land Transportation Office (LTO) has extended the validity of driver’s licenses, motor vehicle registrations, and motorcycle registrations that expired starting July 1, 2026, following technical issues affecting the Land Transportation Management System (LTMS).
The extension, announced Thursday, is covered by Memorandum Circular No. MVL-2026-5271, dated July 29, 2026. It applies nationwide and remains in effect until further notice.
Aside from driver’s and vehicle registrations, the same memorandum extends the validity of Conductor’s Licenses, Student-Driver’s Permits, and Medical Certificates that expired on or after July 1, 2026.
The LTO said no late fees or penalties will be collected for renewals covered by the extension while the memorandum remains in force. The order states that it “shall take effect immediately and shall remain in full force until the MID certifies the complete resolution of the system downtime and slowdown affecting the LTMS, upon which a subsequent Memorandum Circular shall be issued to lift the extension herein granted.”
According to the LTO, the extension was issued “to ensure efficient public service and provide the transacting public a reasonable opportunity to comply without incurring additional charges.”
The agency attributed the LTMS slowdown to several factors, including stuck processors, changes in the network’s setup, prolonged system use without proper reset, and insufficient storage space. The LTO said the problems originate from the system’s design and vendor-controlled access. It stated: “Notably, these issues stem from the system’s design, setup, and vendor-controlled access, and are not due to any action, inaction, or fault on the part of the Land Transportation Office.”
This is not the first time the LTO has extended license and registration validity due to system issues. The agency issued similar extensions in October 2025 and April 2026 after previous LTMS disruptions.
The LTO has not announced a date for when the extension will be lifted, saying only that a new memorandum circular will be issued once the LTMS issues are resolved.
