Persons with disabilities (PWDs) who are listed in the Philippine Registry for Persons with Disabilities (PR-PWD) do not need to file a separate application to receive PhilHealth coverage, according to the Philippine Health Insurance Corporation (PhilHealth).
Junie Sabusap, field operations division chief of PhilHealth Regional Office 6, said that registration in the PR-PWD is by itself sufficient to trigger enrollment in the National Health Insurance Program. PWDs who have not yet registered in the database are advised to seek assistance from their local social welfare offices.
“PWDs registered with the PR-PWD are automatically covered by PhilHealth for their in-patient and out-patient medical needs,” Sabusap said.
The PR-PWD is the centralized national database for PWDs, jointly maintained by the Department of Health (DOH) and the National Council on Disability Affairs. PhilHealth said that automatic enrollment doesn’t mean that every medical expense is paid in full. Coverage remains subject to PhilHealth’s existing benefit packages, rules, and conditions.
The legal basis: Republic Act No. 11228
Automatic PhilHealth coverage for PWDs is mandated under Republic Act No. 11228, signed into law on February 22, 2019. The law amended the Magna Carta for Persons with Disability (Republic Act No. 7277) by adding a provision that places all PWDs under the National Health Insurance Program without requiring individual enrollment.
The law also directs PhilHealth to design benefit packages specifically for the health and development needs of PWDs, separate from standard packages available to the general membership.
Who qualifies for coverage?
According to PhilHealth, all persons with disabilities qualify for mandatory coverage under RA 11228, provided they are listed in the PR-PWD. No additional PhilHealth membership application is required once a person is entered into the registry; registration itself activates coverage.
PWDs who are unsure whether they are already listed in the PR-PWD are advised to coordinate directly with their local social welfare office to verify their status.
Registering with the PR-PWD
For PWDs who are not yet part of the database, Sabusap advised visiting the local social welfare office to seek assistance with registration. Under RA 11228, local government units and other concerned agencies are required to submit PWD data to the DOH, which maintains the PR-PWD.
PhilHealth said that registration is not only for insurance reasons. The PR-PWD database also gives government agencies updated information on PWDs and their health and development needs, which is used in planning programs and services.
Scope of coverage
Sabusap said that PR-PWD-registered individuals are covered for both in-patient and out-patient medical needs. However, PhilHealth clarified that this doesn’t mean that all medical services or expenses are automatically paid for in full. Coverage is still governed by the specific benefit package that applies to a given treatment or service, along with the usual rules and conditions PhilHealth applies to its members.
RA 11228 requires PhilHealth to develop benefit packages exclusively for PWDs that address their particular health and development needs, distinct from the packages available to the general membership.
Who pays the premium?
Under RA 11228, the national government shoulders the premium contributions of PWDs. An exception applies to PWDs who are employed in the formal economy: for these members, the premium is shared equally between the employer and the national government.
The law identifies the National Health Insurance Fund as a funding source for its implementation, including funds allocated from excise tax proceeds under the relevant tax law.
What PWDs and caregivers should do
PhilHealth outlined the following steps for PWDs and their caregivers:
- Verify PR-PWD registration status. Confirm whether the PWD concerned has an active registration in the national PWD database.
- Visit the local social welfare office if unregistered. Registration assistance is available at the local level, as advised by PhilHealth.
- Confirm PhilHealth coverage after registration. Once registered, check the individual’s PhilHealth status and applicable benefits, particularly before seeking medical care.
- Ask about the applicable benefit package. Automatic membership does not guarantee full coverage of every medical expense. Patients and caregivers should verify which specific PhilHealth package applies to their treatment before proceeding.
