The Social Security System’s North Luzon 1 office is allowing members affected by weeks of heavy rain to apply for its Emergency Loan Program (ELP), which offers up to ₱20,000 in financial assistance.
Christian Andrew Rillorta, SSS Corporate Communications officer, confirmed the offer in an interview on Tuesday, stating that members can access the amount as relief given the financial strain caused by the ongoing wet weather.
The loan carries a 7 percent annual interest rate and is payable over 30 months, with borrowers given a six-month grace period from release before they need to start paying. That structure compares favorably with the SSS salary loan, which currently charges 8 percent per annum on a diminishing balance under SSS Circular 2025-004 and runs for 24 months, based on rates published on the SSS website. Members can access the ELP alongside a salary loan, subject to standard eligibility requirements.
To qualify, members must have paid at least 18 months of contributions in total, including at least six months of posted contributions within the last 12 months. The program covers self-employed members, voluntary members, non-working spouses, and land-based overseas Filipino workers. Rillorta said loan proceeds can be released within three to five days of application, provided members submit complete documents.
The rollout follows a statement from SSS President and Chief Executive Officer Robert Joseph de Claro, who framed the ELP as part of the agency’s standing response to disasters. “The ELP is part of SSS’ continuing commitment to provide immediate financial relief to members affected by unforeseen events.
Through the ELP, qualified members affected by Tropical Storm Maymay and the enhanced southwest monsoon may access much-needed financial assistance under more flexible eligibility requirements,” de Claro said, as relayed by Rillorta.
North Luzon has faced sustained heavy rainfall from the combined effects of tropical cyclones Luis and Maymay, worsened and extended by the northwest monsoon. The SSS North Luzon 1 office did not specify which cities or provinces fall under its jurisdiction beyond the general regional coverage.
