LTO LTMS Portal Online Registration Step-by-Step Guide
Step 1: Open the LTMS portal website
First things first, you need to open the LTO LTMS website at https://portal.lto.gov.ph. You can use any computer or mobile phone with a decent Internet connection.
Once the LTMS portal has been loaded on your browser, click the red “REGISTER NOW” button.
Step 2: Read and accept the terms of agreement
We recommend that you take the time to read the Terms of Agreement, or at least skim through the important parts of the document. Once you have reached the bottom of the page, check the box for “Yes, I accept” under “Do you accept the Terms of Agreement?”
You should also type the security code exactly as it is shown. This security code or “captcha” is intended to prevent automated registrations. If you have trouble reading the code, click the “refresh security code” link to generate a new one.
Click “Next” to proceed.
Step 3: Choose enrollment type
You now have the option to enroll as an individual or as an organization. You must select “Enroll as an individual” unless you are the authorized representative of an organization that intends to register to the LTMS.
Step 4: Indicate whether you have a driver’s license
The LTMS will ask if you have an existing Philippine driver’s or conductor’s license. If you already have a license, select “Yes” and then provide additional details such as license number, serial number, and expiry date. But if you don’t have a driver’s license yet, just select “No”.

Step 7: Provide your contact information
Enter your email address and mobile number into their respective fields. Be sure to provide the correct email address for an active and working email account (you need to type your email address twice to rule out any mistakes).
As for your mobile number, just type its last 10 digits. The first digit “0” is unnecessary since the country code +63 is already specified.
When done, click “Create Account” to finalize your registration with the LTO LTMS portal.
Step 8: Check your email
If everything goes well, your LTMS account will be created and a verification email will be sent to your provided email address. You have up to 24 hours to verify your email address and activate your account by clicking the link in the email.
Step 9: Click the verification link in the email
Go to your email inbox and open the email with the subject “LTO – Public Portal – Email Verification.” If you can’t find such an email, you may check the Spam folder to see if it’s there. In rare cases, it will take up to an hour or more to receive the verification email.
Click the link in the email to verify your email address and to create your password. If the provided link is not working, you may copy the URL into the address bar of your browser.
Step 10: Set your password
After clicking the verification link in the email, you’ll be taken to the LTMS website to create your account password. Be mindful of the following guidelines for creating a new password:
- Minimum length is 8 characters
- Password must contain at least one alphabetic character
- Password must contain at least one number
- Password must contain upper and lower case characters.
When you’re done creating a new password, click “Set Password for Login.”
Step 11: Sign in to your account
Congratulations! You have successfully verified and confirmed your LTMS account. Enter the password that you created in the previous step, and then click “Sign In.”
Take note of your LTO client number which you can use to login to your account. However, you can use your registered email address to login to your LTMS account instead of your LTO client number.
Step 12: You’ve successfully registered to LTMS
Once you’re signed in to the LTMS portal, you can now apply for a driver’s license online or renew an existing one. These are the main sections of the LTO LTMS portal that you need to familiarize with:
