The Government Service Insurance System (GSIS) has opened its Emergency Loan program to active members and pensioners in five areas placed under a state of calamity because of the Southwest Monsoon, known locally as Habagat, which was worsened by Typhoons Luis and Maymay.
In an announcement posted on its official Facebook page, GSIS said the loan facility is meant to help members and pensioners cope with immediate needs and begin rebuilding after the flooding and damage caused by the weather disturbances. The agency said qualified applicants may file for the loan through the GSIS Touch mobile app.
Nonstop rains over the past two weeks have caused widespread flooding across Metro Manila and several provinces, leaving homes submerged and residents displaced. Several local government units have since declared a state of calamity.
For Filipino government workers and retirees in the affected localities, the GSIS Emergency Loan offers a source of cash assistance separate from other calamity aid being distributed by local governments and national agencies.

Areas Covered and Application Windows
GSIS listed the following areas as covered by the Emergency Loan, each with its own application period:
- Rodriguez, Rizal – August 17 to November 16, 2026
- Pangasinan (Dagupan, Mangaldan), Calumpit in Bulacan, and Pampanga – August 14 to September 13, 2026
- Cavite – August 13 to November 12, 2026
- Sta. Barbara, Pangasinan – August 19 to September 18, 2026

Loan Amounts and Qualified Borrowers
GSIS set the loanable amount at two tiers, depending on whether the borrower already has an outstanding emergency loan:
- ₱20,000 – for all active members and old-age or disability pensioners residing in the covered area who do not have an existing emergency loan
- ₱40,000 – for all active members and old-age or disability pensioners residing in the covered area who already have an existing emergency loan, though net proceeds released to the borrower will not exceed ₱20,000 after the prior balance is settled
GSIS earlier said members and pensioners with existing emergency loans may borrow up to ₱40,000 to pay off their outstanding balance, with the remaining amount released to them. Those without an existing loan may avail of up to ₱20,000. The GSIS Emergency Loan carries an interest rate of 6% per annum and is payable over three years.
In its Facebook post, GSIS said: “Hindi natin mapipigilan ang pagdating ng kalamidad, ngunit hindi natin kailangang harapin nang nag-iisa ang bigat na dulot nito.”
The agency added: “Sa panahon ng pangangailangan, handang umagapay ang GSIS sa mga miyembro at pensioner sa pamamagitan ng Emergency Loan: tulong-pinansyal na maaaring sandigan sa pagtugon sa agarang pangangailangan at sa unti-unting pagbangon.”
GSIS confirmed that qualified members and pensioners may file their applications directly through the GSIS Touch app, which displays a member’s active loans, applied loans, and available loan options – including the Emergency Loan – once logged in.
Who Qualifies for GSIS Emergency Loan
In its earlier August 10 statement announcing the facility ahead of the area-specific rollout, GSIS said eligible borrowers must meet the following conditions:
- Reside or work in an area officially declared under a state of calamity
- For active members: remain in active service and not be on leave of absence without pay
- Have no pending administrative or criminal case
- Have paid premiums within the six months prior to applying
- Maintain a net take-home pay of at least ₱5,000 after loan deductions, as required under the General Appropriations Act
- For pensioners: retain at least 25% of their basic monthly pension after the loan deduction

GSIS has not indicated whether the coverage list will be expanded to other flood-affected areas, including Bataan, which was separately placed under a state of calamity after infrastructure damage there reached ₱542.7 million.
