DSWD has set September 14 to October 16 as the payout window for the second UPLIFT tranche going to Group 2 and Group 3 beneficiaries, more than a month after the first round of payments ran into account problems that left the schedule unclear.
The update came through a series of infographics DSWD posted on its official social media pages, a week after Tech Pilipinas reported that neither DSWD nor the Social Security System (SSS) had confirmed when the second payout would go out.
UPLIFT, short for the Unified Package for Livelihood, Industry, Food and Transport, is a ₱55-billion program meant to help 7.5 million poor, near-poor, and low-income Filipino households cope with the country’s ongoing energy emergency.
It pays ₱2,000 a month from July through December, split across three groups: existing 4Ps and Walang Gutom Program members (Group 1), poor and near-poor households identified through the Philippine Statistics Authority’s 2024 Community-Based Monitoring System or CBMS (Group 2), and low-income workers linked through SSS (Group 3).

For Group 2, the September 14-October 16 payout stays manual, the same way the first tranche went out in July. DSWD said the manual process gives beneficiaries more time to get a National ID and enroll a bank or e-wallet account, both needed before the remaining months can be paid digitally.
Beneficiaries are asked to bring their National ID if they have one, though DSWD said it will still accept a National ID proof of application or a government-issued ID instead. The exact date and venue will come from a separate notice through each beneficiary’s local government unit.

For Group 3, crediting for the same period also starts September 14. The notice applies specifically to SSS members who got a message in their My.SSS inbox confirming they qualify, but never received the ₱2,000 because their account details were wrong or their enrolled disbursement account was no longer active. DSWD said those beneficiaries need to read that My.SSS notification and update or reactivate their account before the deadline SSS has set.
SSS had said 132,496 Group 3 members nationwide saw their July payout bounce back due to invalid or unenrolled accounts, and DSWD had said more than 978,000 of the roughly 1.5 million targeted Group 3 members had been paid as of early August, leaving an estimated 522,000 without a working disbursement account. Neither agency had published updated figures on that backlog before this week’s announcement.
DSWD has repeated that UPLIFT does not require an application, and that any message asking for a fee or verification code in exchange for faster processing isn’t legitimate. Group 2 beneficiaries can check their registration status through the official UPLIFT G2P portal, while Group 3 members can update their account through the Disbursement Account Enrollment Module (DAEM) on My.SSS.
